Car scrapping guide: contents
What is car scrapping, and what are the owner’s legal duties?
In Hong Kong, scrapping a car (lau che) means handing a vehicle you no longer use to a scrap vehicle company, which dismantles it, recovers reusable parts and metal, and issues a vehicle dismantling certificate.
Under Transport Department guidance, after disposing of the vehicle the owner should submit or post the required documents to a TD Licensing Office within 15 days to cancel the registration; an owner who does not do so remains liable for anything arising from the vehicle. That is why the company you choose should handle paperwork properly.
What the certificate is for
- Proves the vehicle has been dismantled by a scrap vehicle company
- Required to cancel the registration with the TD
- Needed to claim a licence fee refund or keep your registration mark
- Separates you from future liability for the vehicle
The TD reminds owners to make sure the company’s Business Registration number is shown on the certificate. Every certificate we issue shows our company details.
Scrapping vs selling second-hand
Selling transfers the car to a new owner and it stays on the road; scrapping cancels the registration for good. For old, costly-to-repair, hard-to-sell or damaged cars, scrapping is usually faster and simpler.
When should you scrap your car? 5 common reasons
- 1Repairs cost close to the car’s valueGearbox or engine work can run to tens of thousands of dollars on a car worth little.
- 2Licence, insurance or parking about to expireScrap while at least 60 days of licence remain and part of the fee can be refunded under the TD formula; leave it too late and there is no refund.
- 3Accident damage or a car that won’t startWe still tow it free and give a quote.
- 4Changing cars, emigrating or cutting costsUseful when an old car is hard to sell or you need to dispose of it quickly.
- 5Fleet renewalLogistics and engineering firms can scrap old trucks or vans in batches with paperwork handled together; see our truck scrapping guide.

Vehicles we buy
Whatever the age or condition, WhatsApp us photos for a quote.
Private cars
Japanese, European and Korean saloons, MPVs, SUVs and sports cars. Japanese parts are in steady demand; some European parts have higher recovery value. Quotes reflect make, model, year, mileage and condition.
Trucks and vans
Vans, light goods vehicles and 5.5- to 30-tonne trucks. Tail lifts, cranes and refrigeration units are valued separately.
Electric vehicles
Tesla, BYD and other EVs are assessed on condition and battery state. High-voltage batteries need specialist handling – never remove them yourself. See our electric vehicle scrapping guide.
Damaged and non-running cars
Accident, flood-damaged, broken-down and long-parked vehicles are all accepted, towed free and quoted on recoverable parts and metal.
How much will I get to scrap my car? 6 factors
There is no fixed price list; each vehicle is assessed individually.
| Factor | Effect on the quote |
|---|---|
| Type and weight | Trucks and large vehicles carry more metal, so usually quote higher |
| Make and model | Models with high parts demand are worth more |
| Year and mileage | Newer, lower-mileage engines and gearboxes are worth more |
| Condition | Whether it starts; collision, flood or rust damage |
| Main parts present | Missing engine, gearbox, battery or catalytic converter lowers the price |
| Special equipment | Refrigeration units, cranes, tail lifts valued separately |
Getting an accurate quote
- WhatsApp photos of the front, back and both sides
- Add a photo of the registration document or the plate number
- Briefly describe the condition: does it start, any damage, main parts present?

Licence fee refunds and keeping your plate
How the refund works
When the registration is cancelled and a valid licence returned, the TD refunds part of the fee under Schedule 6 of the Road Traffic (Registration and Licensing of Vehicles) Regulations (Cap. 374E):
- At least 60 days must remain on the licence
- Refund = annual licence fee × 0.24% × days remaining
- If returned within 15 days of the dismantling date on the certificate, days are counted from the day after that date
Example: a $6,000-a-year licence with 200 days left returns about 6,000 × 0.24% × 200 = $2,880. Insurance refunds depend on your policy.
Keeping your registration mark
- Apply with TD129 when cancelling; the mark is kept for 12 months and must be assigned to another vehicle in your name
- If not used in time, the TD cancels the allocation
- Fee: $560 per mark per application
We can handle this for you – contact us.
After the One-for-One scheme: what changes?
The 2026-27 Budget (25 February 2026) announced that first registration tax concessions for electric private cars, including One-for-One, would not continue after 31 March 2026. E-private cars whose first registration application is submitted on or after 1 April 2026 no longer qualify.
- A one-off arrangement covers cars ordered on or before 25 February 2026 or already being shipped for own use; check the latest TD announcements
- Electric commercial vehicles, motorcycles and motor tricycles remain fully exempt until 31 March 2028
- Scrapping no longer earns a One-for-One concession, but the certificate, cancellation, refund and plate retention are unchanged
How to choose a reliable scrap car company: 6 checks
- 1Business Registration number on the certificateThe TD asks owners to check this.
- 2A real yard and addressYou can visit in person.
