When you choose a scrap car company, price and reputation are not the only things that matter. Where the scrapyard is, and where your car is parked, decide how fast a tow truck can arrive, whether the car can be pulled out of a car park, and whether you can visit the yard yourself. Pak Lam Car Scrapping runs its own scrapyard on Route Twisk (Chuen Lung Village), Tsuen Wan. This guide covers door-to-door car scrapping across the 9 New Territories districts and all 18 districts of Hong Kong: response times, parking situations, driving routes, documents and deregistration.
Key takeaway: Pak Lam's scrapyard is in Chuen Lung Village, Tsuen Wan. We can usually reach the New Territories and Kowloon within 24 hours, Hong Kong Island within 24–48 hours, and the outlying islands within 48–72 hours with advance booking. Quotes, on-site inspection and towing are free, and your district does not change the quote.
8 quick answers for New Territories car owners
| Question | Answer |
|---|---|
| Where is the Tsuen Wan scrapyard? | Chuen Lung Village, Route Twisk, Tsuen Wan (below the Tai Mo Shan shooting range, opposite Choi Lung Restaurant) |
| How long does a home visit take in the NT? | Usually within 24 hours; outlying islands 48–72 hours with advance booking |
| Is there a towing fee? | No. Quotes, on-site inspection and towing are free |
| Can you handle deregistration? | Since 1 January 2025 we file TD184 for you with no handling fee |
| Which areas do you cover? | All 9 NT districts plus Kowloon and Hong Kong Island |
| Can you tow from village houses or industrial areas? | Usually yes. Tell us the exact location and access when you ask for a quote |
| Does the price depend on the district? | No. The quote depends on the car's condition, model and parts |
| What do I do after handover? | Submit TD184 within 15 days after the vehicle is dismantled |
How does the scrapyard's location affect you?
Location affects timing and convenience. It should not lower your basic standards for a scrap car company. A proper company uses its own tow trucks and collects free of charge in all 18 districts, so living further away is no reason for a deduction.
| Factor | Why it matters | What to do |
|---|---|---|
| Response time | Tow trucks leave from the yard; the closer you are, the easier the scheduling | NT West is fastest; allow more time for HK Island and the islands |
| Towing cost | Proper companies absorb towing costs; middlemen who outsource towing may pass them on | Ask whether towing is HK$0, not "depends on the district" |
| Net payout | A company with its own yard dismantles directly, with no middleman margin | Choose a company with its own yard, not a "partner yard" |
| Confidence | A real address lets you visit and check the details on your certificate | Ask: "Where is your yard? Can I visit?" |
| Self-delivery | A roadworthy car can be driven in and handed over in person | An extra option if you live near the yard |
Scrapyards need open-air or industrial land to store, dismantle and sort vehicles, so they are concentrated in the north-west New Territories (Tsuen Wan, Yuen Long, Kam Tin and so on). That makes things easiest for NT West owners, while Hong Kong Island and island owners should pick a company that genuinely has its own tow trucks and collects for free. From Tsuen Wan, Route Twisk leads to Kam Tin, Tuen Mun Road to Tuen Mun, and Tsing Kwai Highway to Kwai Tsing and Kowloon. Typical driving times are about 7 minutes from Tsuen Wan town centre, 20 minutes from Tuen Mun and 25 minutes from Yuen Long.

District notes for the New Territories
- Tsuen Wan: home of our yard, about 7 minutes from the town centre. Estates, malls, industrial buildings and village houses in Sham Tseng and Tsing Lung Tau; mention goods lifts and access for industrial car parks.
- Kwai Chung & Tsing Yi: many vans and trucks around industrial buildings, warehouses and the container terminals; fleets can be handled in batches. Confirm loading-bay times and height limits with management.
- Tuen Mun: about 20 minutes via Tuen Mun Road. Many estate basements; notify management. For rural plots, describe road width and access.
- Yuen Long, Tin Shui Wai & Kam Tin: about 25 minutes via Kam Tin Road. Estates, rural villages and open-air car parks or container yards around Hung Shui Kiu and Lau Fau Shan. Give the exact location and access width.
- Sheung Shui & Fanling: many village houses and private roads; some border areas have access restrictions, so give the exact location.
- Tai Po: mainly estate basements; confirm access for vehicles in Tai Po Industrial Estate.
- Sha Tin & Ma On Shan: some basement car parks have low height limits; tell us when you ask for a quote.
- Tseung Kwan O & Sai Kung: notify estate management in Tseung Kwan O; rural roads in Sai Kung are narrow, so describe the road conditions.
- Tung Chung & the islands: book 48 hours ahead. Tung Chung, Discovery Bay and the airport area have road links; other islands depend on ferry and road restrictions. Tell us the island, village or car park, whether the car runs, any closed-road rules (for example Discovery Bay) and your preferred handover dates.
Kowloon and Hong Kong Island owners
Kowloon is usually within 24 hours. Most cars sit in estate, mall or industrial basements, and Kwun Tong and Kowloon Bay have many company vehicles. Tell us the height limit (many basements are about 1.9–2.1 m), floor, bay number, ramps, permitted towing hours and, for street meter spaces, an exact time. A dead car in a basement can usually be towed out, but if clearance is too low it may need to be moved to ground level first. A photo of the height-limit sign at the entrance helps.
Hong Kong Island is usually 24–48 hours because the trucks cross the harbour. There are no scrapyards on the Island, so every company tows from the New Territories. Ask whether towing is HK$0 (crossing the harbour is no reason to charge), how many days it will take, and whether basements and slopes are manageable. Driving the car to the NT yourself means time and tunnel tolls, so a home visit is usually better value.
Common parking situations
| Where the car is | What to check |
|---|---|
| Estate car park | Notify management; confirm towing hours, route and height limit |
| Mall / public car park | Settle parking fees and cancel monthly rental; confirm towing hours |
| Basement | Low clearance, ramps and turning space; give floor, height limit and whether it starts |
| Village house / private road | Road width, slopes and gates; get consent before crossing other people's land |
| Industrial building | Loading bay, opening hours and access rules |
| Open-air car park / container yard | Operating hours and access rules; exact location |
| Garage | Settle any bills and confirm the garage will release the car |
| Roadside | Street name, landmark and meter situation; agree an exact time |

Documents, deregistration and licensing offices
On handover day bring the vehicle registration document (log book) original, the vehicle licence original (if still valid), the registered owner's ID (HKID, passport for non-residents, or certificate of incorporation for a limited company) and all keys.
Under regulation 20 of the Road Traffic (Registration and Licensing of Vehicles) Regulations (Cap. 374E), the registered owner must notify the Commissioner for Transport in writing within 15 days after the vehicle is dismantled. You need the dismantling certificate original, the log book, the licence (if valid), owner ID, the personalised registration mark certificate (if applicable) and a completed TD184. The Transport Department (TD) states that an owner who does not cancel the registration remains liable for everything arising from the vehicle.
Any of the four TD licensing offices can process the cancellation, Monday to Friday 09:00–17:00; you may also post the documents or let the scrap company file them. Cancellation is free.
| If you live in | Nearer office | Address |
|---|---|---|

- Licence fee refund: at least 60 days must remain; refund = annual licence fee × 0.24% × remaining days
- Keeping your plate number: submit TD129; the mark is reserved for 12 months, and TD charges HK$560 each time
Cars left unlicensed for years
Many cars sit unlicensed for years at village houses, industrial buildings and open-air car parks. From 22 December 2025, TD sends notices to owners of vehicles unlicensed for two years or more; the owner must relicense or scrap and deregister within 3 months, or commit an offence. Don't wait for the notice. Tell us the location, access width, opening hours and whether the car starts.
How the price is worked out
There is no fixed price list for car scrapping. Quotes depend on vehicle type and weight, make and model, age and mileage, whether it starts, accident, flood or rust damage, missing major parts (engine, gearbox, battery, catalytic converter, tyres) and special equipment such as tail lifts, cranes or refrigeration units. Location only affects towing arrangements and timing. Compare the net amount after all fees, plus any licence refund. See our scrap car price guide, and for lorries the truck scrapping guide.
Common vehicles in the New Territories
- Private cars and MPVs: most common in new-town estates. Tell us whether it starts, whether parts are complete and the car park height limit.
- Vans and lorries: common in industrial and logistics areas of Kwai Chung, Tuen Mun, Yuen Long and Tai Po. Give the tonnage, tail lift, crane or refrigeration unit and site access rules; company vehicles need the certificate of incorporation.
- Electric and hybrid cars: describe battery warning lights and damage, wipe personal data from the infotainment system, remove the car from the brand's app, and never remove the high-voltage battery yourself.
- Cars parked for years: batteries and tyres may have deteriorated; tell us how long it has been parked and whether it starts.
Six New Territories scenarios
- A private car in a Tsuen Wan estate, licence valid for 3 more months: notify management, mention the height limit on WhatsApp, and hand over early to keep the licence refund.
- A dead car beside a Kam Tin village house for years: give the village name and location, send photos of the access road, and confirm a tow truck can get in.
- Two company vans in a Kwai Chung industrial building: confirm loading-bay hours with management, prepare the certificate of incorporation and list each van separately.
- A 5.5-tonne lorry with a tail lift in a Tuen Mun open-air car park: describe the tail lift model and condition and confirm the car park's access rules.
- An EV in a Sha Tin basement with the battery warning light on: photograph the dashboard, state the height limit, wipe the infotainment data and unlink the app.
- A Sheung Shui owner who wants to drive in: check the licence is valid and the car is roadworthy, WhatsApp us first and bring all documents.
10 tips for New Territories owners
- Give the exact location and parking situation when asking for a quote.
- Notify estate or industrial building management in advance.
- Send photos of the access road for village houses and private roads.
- State the height limit for basement car parks.
- With 60+ days left on the licence, scrap early to keep the refund.
- Don't remove parts yourself.
- Get paid at handover and ask for a receipt.
- Check the certificate's business registration number, plate, chassis number and dismantling date.
- Submit TD184 within 15 days after dismantling.
- To keep your plate number, submit TD129 at the same time.
7 standards that don't change with your district
- The certificate shows the company's business registration number.
- The company has a physical scrapyard you can visit.
- The quote is confirmed in writing (amount, conditions, validity).
- No last-minute price cuts if the car matches the description.
- Full payment at handover, counted or received before the car is loaded.
- All fees stated in advance: towing and handling at HK$0, not "depends on the district".
- Clear TD184 arrangements: who files it, when, and with what proof.
Common myths: a far-away district does not mean a towing fee; payment should not be split into instalments; cancelling registration does not cost HK$280 — it is free; cancellation needs the original log book, not a copy; and there is no price table by car model. More on choosing a scrap car company.
After the One-for-One scheme
The One-for-One scheme ended after 31 March 2026, and the scrapping process is unchanged. Owners who ordered an electric private car on or before 25 February 2026 may apply under the one-off arrangement by 24 February 2027, with no more than 3 months between deregistering the old car and applying to register the new one. If you live on Hong Kong Island or an outlying island, build the longer towing time into that window. First registration tax for electric commercial vehicles remains fully waived until 31 March 2028. See One-for-One scheme ended.
FAQ
Where is there a scrapyard in Tsuen Wan?
Pak Lam's yard is in Chuen Lung Village, Route Twisk, Tsuen Wan, opposite Choi Lung Restaurant. It is about 7 minutes' drive from Tsuen Wan town centre, or take green minibus 81 from Tsuen Wan Station or 80 from Tsuen Wan West Station.
How soon can you collect my car?
Usually within 24 hours in the New Territories and Kowloon, 24–48 hours on Hong Kong Island, and 48–72 hours on the outlying islands with 48 hours' notice.
I live on Hong Kong Island or in Kowloon. Can I use a Tsuen Wan company?
Yes. Proper companies have their own tow trucks and collect for free. Just confirm towing is HK$0, how many days it will take, and whether basements or low-clearance car parks are manageable.
Can you tow a car from a village house or private road?
Usually yes. Tell us the location, road width, gates and slopes, and send photos. Get consent first if the truck must cross someone else's land.
Can you collect lorries from industrial areas or container yards?
Yes. Give the tonnage, special equipment, location and site access rules; some sites need advance registration, so check with management first.
Can a dead car be towed out of a basement?
Usually yes. Give the floor, bay, height limit and ramps. If clearance is too low, the car may need to be moved to ground level first.
Which licensing office should I use for TD184?
Any of the four offices (Hong Kong, Kowloon, Kwun Tong, Sha Tin) can handle it, so choose the nearest. You can also post the documents or have the scrap company file them.
Our company fleet is spread across several districts. How does that work?
List each vehicle's location, type, tonnage and whether it runs, and we can tow in batches by district. Deregistration needs the certificate of incorporation, and each vehicle needs its own certificate and TD184.
